Mrs Kelly asked the Minister for the Capital Territory, upon notice, on 11 March 1981:

What action has he taken to (a) prepare and (b) implement legislation for the control of noise pollution in the Australian Capital Territory.


Mr Hodgman —The answer to the honourable member's question is as follows:

I am informed by my Department that instructions for the preparation of an Ordinance to control noise pollution in the Australian Capital Territory were forwarded to the Attorney-General's Department in April 1979. These instructions sought the preparation of legislation to reflect policy advice received from the Inter-Departmental Committee on Environmental Quality in the Australian Capital Territory. The Attorney-General's Department has raised a number of problems with the proposals set out in those instructions, the consideration of which has necessitated a review of complex technical matters which must be dealt with in the proposed Ordinance. Further instructions will be sent when these problems have been resolved.

I am aware of the feeling within the community that the introduction of effective noise control legislation is required as a matter of urgency and have, accordingly, requested that the problems be resolved and the legislation prepared as a matter of high priority.
