SENATOR SHORT -What are the reasons for the postponement of the upgrading of the security at Admiralty House and Kirribilli House?

MR JAMES -That was done as a result of advice by Australian Construction Services, largely because of the amount of rain in Sydney which prevented works going ahead.

SENATOR SHORT -Does the existing security situation continue there?

MR JAMES -That is right.

SENATOR SHORT -Is it possible to say anything about the nature of the upgrade or is that a security matter?

MR JAMES -I could get details of the upgrade to the extent that it would be permissible to reveal.

CHAIRMAN -Senator Michael Baume dealt with the security situation extensively in the previous Estimates Committee hearing.

SENATOR SHORT -As that was many months ago, have there been any changes to the situation since then?

MR JAMES -No.

SENATOR BISHOP -Along the same line, I refer to Other Services, Official Establishments other than the Governor-General's residences, on page 14, and the amount of $86,200.

MR SHERGOLD -That sum of $86,200 includes a transfer of $65,000 from $937,103 in that minus $180,000 figure, which is shown on the next page. It is the transfer across of $65,000 which explains the bulk of that sum.

SENATOR BISHOP -Did you say it was a transfer of `cash'?

MR SHERGOLD -No, it was a transfer of $65,000 from one part of the program to another part, which accounts for most of the sum of $86,200 which you are referring to.

SENATOR BISHOP -What is the $86,200 to pay for?

MR SHERGOLD -That is supplementation to meet Australian Construction Services' fees of $65,000 associated with the maintenance program at the establishments , the cost of one-off guarding services provided at the residences of the Prime Minister, which is $13,200, and the effect of the national wage decision under the structural efficiency principle. If we total those figures, it comes to that amount.

SENATOR BISHOP -It is to pay for the gardening, and what else?

MR SHERGOLD -Not the gardening, the guarding.

SENATOR BISHOP -That figure was $13,200.

MR SHERGOLD -That is correct.
