Appropriation Bill (No. 2) 1991-92
House: House of Representatives Portfolio: Treasury Purpose To appropriate $4 528 667 000 from the Consolidated Revenue Fund (CRF) to provide for proposed expenditure on the construction of public works and buildings; the acquisition of sites, buildings, plant and equipment; and for payments to the States and Territories.

Outline The Schedules to this Bill deal with the allocation of funds appropriated by this Bill, a total of $7 930 090 000. The majority of funds appropriated will go to the Department of Health, Housing and Community Services which is to receive $4 698 043 000. The majority of this, $3 973 736 000, is for hospital funding grants. The second highest amount sought, $839 692 000, is for the Treasury, and the majority of this is for grants to the Northern Territory and the Australian Capital Territory.
Main Provisions The Minister for Finance will be authorised by clause 3 to issue $4 528 667 000 from the CRF for the purposes listed in Schedule 4 of the Bill. (Schedule 4 gives a portfolio and program breakup of the proposed expenditure.)
Clause 4 will deem $7 930 090 000, the total appropriated by this Bill and the Supply Act (No. 2) 1991- 92, to have been appropriated from 1 July 1991. (Note: In the period 1 July and the Budget, authority to spend is obtained under the Supply Acts. These are normally passed a month or so before the end of the financial year and generally do not allow for more than five months spending. The amounts authorised under the Supply Acts are later incorporated in the Appropriation Acts for the year to which the expenditure relates.)
Payments to the States and Territories are dealt with in clause 5. Schedule 2 of the Bill lists the purpose of such payments and the Minister who may determine the conditions, amounts and timing of the payments.
Other provisions relate to adjustments to appropriations under the Supply Act (No. 2) 1991- 92 for the Department of Administrative Services; Attorney- General's Department; Department of Employment, Education and Training; Department of Health, Housing and Community Services; Department of Veterans' Affairs; Department of Industry, Technology and Commerce; Department of Transport and Communications; and the Department of the Treasury.
