Purpose

To enable the operation of the charge arrangements proposed by the Cattle Export Charge Bill 1990 by setting the rate of charge on cattle exported from Australia at zero. The Bill will also provide for the reinstatement of the current rate of charge if at any time before 1 July 1994 the proposed charge arrangements are not working satisfactorily.

Main Provisions

The Bill will have effect from 1 January 1991 (clause 2).

Clause 3 will reduce the rate of charge on cattle exported from Australia to zero. The effect of clause 3 will be to enable the operation of the charge arrangements proposed by the Cattle Export Charge Bill 1990.

Clause 4 provides for the reinstatement of the current charge arrangements, if at any time before 1 July 1994 the Minister becomes satisfied, after consultation with the AMLIPC, that the charge arrangements proposed by the Cattle Export Charge Bill 1990 are not working satisfactorily.
