Questions / RULES GOVERNING QUESTIONS / Form and content of questions

Inferences, etc.

Questions must not contain inferences, 1 imputations, 2 insults, ironical expressions 3 or hypothetical matter; 4 nor may they be facetious or frivolous 5 or attribute motive. 6 Speaker Andrew acknowledged that many questions convey an element of imputation; and that his general attitude was not to intervene where the imputation was directed to a difference in philosophy or viewpoint, but to intervene where the attribution of personal motive was such that it could not be ignored. 7 A question has been ruled out of order on the ground that it contained scorn and derision. 8
