Senator Murphy was good enough to make some comment to me about clause 5 before the commencement of the Committee stage of the consideration of the Bill. In deference to his view in relation to clause 5, 1 move:
After the word 'within' insert in parenthesis 'but are not restricted to'.
The clause would then read:
The powers, privileges and authorities of the Parliament extend to, and apply within (but are not restricted to) the Parliamentary grounds.
It was explained that some words should go in there to make it clear that we are not delimiting the powers, privileges and authorities insofar as they may extend in 2 places- outside Parliament House and in the present parliamentary grounds. Accordingly, I have moved that those words be inserted.
