Senator COTTON (New South Wales) - This Bill is not opposed by the Opposition in the Senate; I speak on behalf of my Party as well as my colleagues in the Country Party. It is to amend the Customs Act in order to bring it into a form that will allow complete application of the provisions of the Convention on International Trade in Endangered Species of Wild Fauna and Flora. This is a pretty straightforward son of thing in international affairs. There is to be an alteration of section 1 3 1a of the Customs Act. The only interesting thing one might observe in passing through this operation is that it deals with species of wild flora and fauna. The Act is being expanded to cover an anomalous situation in regard to fish and prod,ucts of the sea. I suppose fish and products of the sea are fauna and flora within the strict meaning of the words. It does not seem to me that this really would be the case but I accept the second reading speech of the Government and the statement on this matter by the Minister for Customs and Excise (Senator Murphy). As the marine species are not covered and it seems wise that they should be covered, the Opposition is prepared to accord a speedy passage to this measure.
