Senator ARNOLD (New South Wales) . - As it would take me at least half an hour to outline fully the reasons why the Opposition opposes this measure - I think the Minister for National Development (Senator Spooner) might reluctantly agree with me - I shall content myself by merely saying that honorable senators on this side do oppose it. I consider that the setting up of the International Finance Corporation indicates a change of mind on the part of the Government since the International Bank was established. The Opposition considers that money should be provided readily to under-developed countries to enable them to improve their public health, educational, and other facilities.

Question resolved in the affirmative.
