Senator ABETZ (TasmaniaLeader of the Opposition in the Senate) (17:16): Yes, the model regulations and the model act, on the basis that every state would implement basically the same bill. We now know that the same bill will not be introduced Australia-wide, and exhibit A for that is New South Wales. We still do not know what the final regulations will be in relation to this. Therefore, that figure must of course be, to use the technical term, quite rubbery, because we do not know what the final situation will be. In relation to regulatory impact statements, a minister in the other place, Mr Crean, referred to another regulatory impact statement when the legislation was over there. I assume that he was referring to the further regulatory impact statement in relation to the model regulations—or was he referring to something else?
