Senator McMULLAN (Minister for the Arts and Administrative Services) (9.42 p.m.) —It is 9.40 p.m., we have been debating this bill for a very long time, Mr Brereton has spoken about this matter on several occasions and I have given some explanations about it which I do not intend to reiterate. People are entitled to form an alternative view if they wish. Minister Brereton has also stated—and I am happy to reiterate it—that the cost of this industrial court has not been finally settled because it is not possible to do that yet. There is, for example, the necessity—


Senator Crane —So we have a blank cheque?


Senator McMULLAN —If Senator Crane thinks that everything that is set up for which the final cost is not detailed to the last dollar is a blank cheque, he does not understand. The court will share, to the maximum extent possible, the existing facilities of the Federal Court. The Chief Justice of the new court, when he or she is appointed, will need to conclude arrangements with the Chief Justice of the Federal Court, which will have a significant impact on its costs, as will decisions of the Remuneration Tribunal about things like salaries of registrars. I cannot give those opposite a detailed answer on that, and they know I cannot; but I knew that they were going to ask that question, so that is the best answer I can give.
